Congressman Hal Rogers is hoping the continuing resolution he sponsored Saturday guaranteeing back pay for federal workers furloughed because of the government shutdown will help break the budget stalemate between House Republicans and Senate Democrats.

Rogers says the House has now approved 15 budget resolutions to re-open the federal government. However, none of those measures have included funding for the Affordable Care Act, which Democrats and President Obama have insisted must be part of the spending plan.
